Construction manager proposes plan on rebuilding Beirut from blast

A construction manager and civil engineer Jamil Soucar has proposed a method to re-build Beirut, Lebanon from the aftermath of the August 4 explosion.

LA CRESCENTA, CA, August 15, 2020 – A construction manager based in Los Angeles has thought of a method to rebuild Lebanon’s central city Beirut from the huge explosion last August 4.

The blast that was intensified by the presence of 2, 750 tons of Ammonium Nitrate at Beirut’s port has caused around 200 casualties, 6, 000 injured, and 3, 000 homeless Lebanese.

The explosion that registered 3.5 on the Richter scale produced an area of high pressure which has shattered glasses and buildings from miles away.

According to the reports of local media, the rebuilding of the city will cost billions of dollars.

Jamil Soucar, a civil engineer who have worked in the construction industry since 1983, has an idea on how to transform the city from the rubbles through the pledges of other countries.

“I look at the destruction and my Construction Manager’s mind was thinking how to re-build. I thought the best way is have donner countries set up offices inside Lebanon and directly pay local contractors to re-build,” he said.

In his method, Soucar said the damaged areas be divided into sectors and lobby rich donor countries to handle each sector.

A master construction execution plan will be developed, and each donor country will serve as the construction manager for their assigned sector.

Soucar said each donor country in each sector will hire only local contractors managed by their office on the ground and to prevent the money slip into the pockets of corrupt government officials, the donors will pay contractors directly in US dollars.

“Many countries have been trying to give financial help to Lebanon if only the government could have shown reforms. That is a hopeless case and will never happen in my opinion. Any financial help that will be given will be stolen by the officials,” he said.

Once the construction works are done in the sectors, the offices will go back to their countries to prevent any political complications, he suggested.

“I think this will help the Lebanese economy and people to get through this. It will get US dollars back into the country,” he said.

Soucar has passionately involved in the construction industry since 1983. Aside from his degree in Civil Engineering, he is also a certified construction manager and a licensed B-General contractor.
